Who can play
Public, city-owned. Non-residents book 0–90 days out for a $50 non-refundable advance booking fee per player. Times are released at 7 PM daily. Limit of 2 tee times / 8 players per day. There's a day-of virtual waitlist. Tee times are non-transferable: the player of record must play and check in 30 min early.

Stay-and-play
No stay is required. The Lodge at Torrey Pines offers guests "priority tee times" (call (858) 453-4420), but its package terms say tee times are "not guaranteed until confirmed". The Play Where the Pros Play package is a four-night stay with one round included.
What's included
The green fee doesn't include a cart (carts are optional). Every player needs their own set of clubs.
Caddies & tipping
Caddies aren't offered at Torrey Pines, according to San Diego Golf Reservations, an independent tee-time company. The City's pages don't mention caddies.
